The problem is that at the CXF level the address is "/=D0=BA=D0=B8=D1=80=D0=
=B8=D0=BB=D0=B8=D1=86=D0=B0" but when the browser issues a request, each Cy=
rrilic char is percent-encoded, hence the mismatch. The runtime must not de=
code the %-encoded chars before the service is invoked.
The same problem would apply if you had @Path("=D0=BA=D0=B8=D1=80=D0=B8=D0=
=BB=D0=B8=D1=86=D0=B0") on one of the resource methods.

I don't know how it should be processed. For ex, if one has @Path("some pat=
h") then the runtime will ensure that the actual path value is "some%20path=
". I'm not sure yet if "=D0=BA=D0=B8=D1=80=D0=B8=D0=BB=D0=B8=D1=86=D0=B0" s=
hould be automatically URL-encoded=20

In the short term set the URLEncoded value of "=D0=BA=D0=B8=D1=80=D0=B8=D0=
=BB=D0=B8=D1=86=D0=B0"
 =20
