JAX-RS 2.0 does depend on javax.annotation.Priority so the javax.annotation bundle which contains
it has to be used.
For example, 
https://jax-rs-spec.java.net/nonav/2.0-rev-a/apidocs/javax/ws/rs/Priorities.html

But there is also likely a reference to it in the spec, etc
