It is not a bug in Java, it will encode whatever you give to it per application/x-www-form-urlencoded
rules as its docs say.
And what I said is that a path component does not have to be encoded using  application/x-www-form-urlencoded
rules.
If UrlUtils is given a hint it is a path then it won't decode plus as a space
