[~ciapunek] It seems I figured out what is going on here. There are basically two issues:
 - all your services should be access by this URL pattern: http://<host>:8181/<Web-ContextPath>/...,
please notice no *cxf* there, for example: *http://localhost:8181/adm/adm/system/dashboard*
 - you need to add webapp (the same you have with REST servlet) and _wab header to your services
(com.neva.hydra.platform.adm f.e., I attached this module as for reference)

With that, everything CDI/CXF related is going to work. Please, do not use *cxf* context path,
I know it is confusing but you can disable it if you wish. Please let me know if you succeeded.

Karaf. I wrapped it into OSGi bundle. I installed to my container also:

returns false even annotated element contains proper annotation but as a proxy (see attachment
