    Description: 
If the Accept header is empty, and mtom is enabled, mtom will function as before.  

If any Accept headers are defined, then In order for MTOM to be enabled, the header must be
one of:

1) *
2) */*
3) application/*
4) application/xop+xml

Any other headers will cause the attachments to be inlined.  Existing MTOM thresholds, etc
will continue to be effective.
