Is there any way you could use cxf 2.7.x or 2.6.x? 
2.2.9 is a way too old and we cannot look into it.

If you can't reach the servlet, it is very likely that your web app configuration is incorrect.

For general usage questions, please use the users@cxf mailing list.

Jira is not a place for asking questions but for reporting concrete issues.
