I've tracked the problem down to method: OAuthUtils.addParametersIfNeeded()

            && MediaType.APPLICATION_FORM_URLENCODED.equals(oAuthMessage.getBodyType()))

oAuthMessage.getBodyType() returns full header value including additional parameters, so "Content-Type:
application/x-www-form-urlencoded; charset=UTF-8" does not match MediaType.APPLICATION_FORM_URLENCODED

This form of Content-type header is valid as stated in:
https://tools.ietf.org/html/rfc2616#section-3.7
