Hi Sergey,

I've experimented with all packages discovery (patch-base-packages-discovery-all-packages.txt)
 and surprisingly it is not as slow as I expected. Just a small note: this feature is being
triggered when base-packages="*", not an empty string (base-packages=""). The reason I have
done that is auto-completion effect: when IDE can auto-complete some XML element/attribute,
it does it with empty value by default. Usually people do not expect side-effects of this,
but in our case it will. I won't argue match if you see base-packages="" as a better approach
(< minute change).
