Hi,

First of all, you really shouldn't use jira to post your questions, you should use cxf users
mailling list instead.

Back to this quesiton, use code like

public void handleMessage(Message message) throws Fault {
     InputStream is = message.getContent(InputStream.class);
        if (is != null) {
            CachedOutputStream bos = new CachedOutputStream();
            try {
                IOUtils.copy(is, bos);

                bos.flush();
                is.close();
                message.setContent(InputStream.class, bos.getInputStream());
                bos.close();
                String soapMessage = new String(bos.getBytes());//this soap message is what
you want
                
            } catch (IOException e) {
                throw new Fault(e);
            }
        }

should work for you no matter the incoming soap message is valid or not.
