Michel Lampo resolved CXF-4930.
-------------------------------

    Resolution: Not A Problem

Changing the Phase of the Out-interceptors to PREPARE_SEND makes sure that it will be executed
before anything is sent to the server.

> Project: CXF
> Issue Type: Bug
> Components: JAX-WS Runtime, OSGi
> Affects Versions: 2.7.2
> Environment: Both windows and Linux, Java 1.6, server is a Tomcat 7, the client
is a RAP/RCP 3.8.1 osgi application

> I have created an in-interceptor on the client to read the http-headers and save the
JSESSIONID cookie value.
> Using an out-interceptor on the client I then put this value in each request. This way
we know which user did the request.
> This works fine if the http request are smaller then 4KB. (Sniffed with wireshark) If
it's larger, the http header with the JSESSIONID is not added. Using breakpoints I've been
able to step through the interceptor code and it works without a problem but the header is
just not there.
