I used the patch and committed an initial set of updates.
However upon further consideration I think my changes are not quite correct.  I am calling
the same method as for the interface, but really annotations on the Impl should probably be
BINDING operations.

Also at the moment because the class annotations are encountered after the method annotations,
any *_OPERATION_* annotations defined at class level will not be applied at the method level
like they are for the interface.

So this requires some more thought and a bit of refactoring probably.  

The change to support class level annotations is correct and so that can be considered complete
for 2.7.4.  So I might migrate the method level stuff to another jira if I don't get it done
before 2.7.4 is released.
