Daniel Kulp resolved CXF-4756.
------------------------------

       Resolution: Fixed
    Fix Version/s: 2.7.3

Patch applied, but I moved the FaultAction annotation to the org.apache.cxf.ws.addressing
package in cxf-api since it's really part of the public API for addressing.

> There is currently no simple way to set a WS-Addressing Action corresponding to a thrown
Fault. Fault is an unchecked exception, thus it is not mapped into WSDL and ignored by @javax.xml.ws.Action
annotation in Web Service definition. This feature introduces a CXF-specific annotation @org.apache.cxf.ws.addressing.impl.FaultAction
which, when applied on an exception type, sets the WSA Action that should be applied after
this exception is thrown by a WS-Addressing-enabled web service.
