Currently multiple header values are always set as part of a single HTTP header (except for
Cookie and Set-Cookie), example,
Allow: GET,POST
CustomHeader: A,B

Sometimes, users expect:

CustomHeader: A
CustomHeader: B

the latter is achieved by calling response.addHeader for every value header value.

I think that there are so many variations there, as far as HTTP headers are concerned, that
the simplest way to start is to
introduce a property. "Add header per every value" may become a default policy (it used to
be the case awhile back)...
