I'm going to mark this as won't fix.  The checks in that profile that we'd need to check are:

R9800 and R9802 - we already pretty much check for these

R9801  - JAX-WS requires support for the MIME binding (SwA) and thus we shouldn't disallow
it.

R2209 - this just seems completely wrong.   It's RARE to actually do this as the soap:body
generally catches all the parts that are not specified by soap:header tags.   The wsdl spec
also clearly says "If the parts attribute is omitted, then all parts defined by the message
are assumed to be included in the SOAP Body portion" so I have no idea why it says unbound
parts should be ignored.
