Actually, this turns out to be correct.   I  checked the JAX-WS spec and it=
 specifically states that the methods on the SEI:

=E2=80=A2 Any of its methods MAY carry a javax.jws.WebMethod annotation (se=
e 7.11.2).
=E2=80=A2 javax.jws.WebMethod if used, MUST NOT have the exclude element se=
t to true.

Thus, it would be a violation of the spec to have the exclude=3Dtrue on the=
 SEI interface method.   Thus, it must be in the implementation method.
