Actually, this turns out to be correct.   I  checked the JAX-WS spec and it specifically states
that the methods on the SEI:

• Any of its methods MAY carry a javax.jws.WebMethod annotation (see 7.11.2).
• javax.jws.WebMethod if used, MUST NOT have the exclude element set to true.

Thus, it would be a violation of the spec to have the exclude=true on the SEI interface method.
  Thus, it must be in the implementation method.
