Working as designed.   To disable the directory scan, normally you would do:

<disableDirectoryScan>true</disableDirectoryScan>


The directory scan is there as a FEATURE to make it work like other Maven plugins with the
"convention over configuration".   If the codegen plugin is enabled in the build, any wsdl
dropped into the directory get's processed.   Just like any .java in src/main/java get's compiled
and anything in src/main/resources gets copied as a resource.
