I don't see how this can possibly occur if you are using 2.2.10 versions of all the CXF jars.
  The ReflectionServiceFactoryBean doesn't even have a schemaLocations field in 2.2.10.  
It was moved up to it's superclass (and made protected).  Thus, it looks like you are getting
  the 2.2.10 cxf-rt-frontend-jaxws jar, but the 2.2.9 (or earlier) cxf-rt-frontend-simple
jar.    

In either case, I cannot reproduce this and would need a complete test case.
