This is somewhat working as designed.     By default, the HTTP transport in CXF does not follow
redirects (which is what this is trying to do) due to security requirements and such.    


You can configure a http:conduit in your config for "http://schemas.xmlsoap.org/.*" or similar
to turn on redirects.   Or, possibly preferrably, have a catalog that maps from one URL to
the other.
