When running WSDLToJava with the -validate flag a WSDL with WS-Policy extensions following
the <wsdl:service> element is rejected, with the message:

     [java] WSDLToJava Error:

cvc-complex-type.2.4.a: Invalid content was found starting with element 'wsp:Policy'. One
