This just about has to be the result of your somehow combining two incompatible CXF JAR files.
The missing method is just an ordinary method.

It was just very recently modified to return a List<> instead of a Collection<>,
so I think that you've got an old JAR file with a caller in it.

If you can find a reference to the Collection<> returning version in the current snapshot,
then something went wrong with its construction in a big way.
