Doc/Lit/Bare creating wrong element names in wsdl

According to section of the jaxws spec, a method like:

   @WebMethod(operationName = "SubmitNamespacedPO")
   @WebResult(targetNamespace = "http://namespace/result", name = "SubmitBareResponse")
   SubmitBareResponse submitNamespacedPO(@WebParam(targetNamespace = "http://namespace/request")

                 SubmitBareRequest poRequest);


@XmlType(name = "SubmitBareRequest", namespace="",
propOrder = { "product" })
@XmlRootElement(namespace="", name = "SubmitPO")
public class SubmitBareRequest

Should result in messages like:
  <wsdl:message name="SubmitNamespacedPO">
    <wsdl:part element="ns1:SubmitNamespacedPO" name="SubmitNamespacedPO"/>
  <wsdl:message name="SubmitNamespacedPOResponse">
    <wsdl:part element="ns2:SubmitNamespacedPOResponse" name="SubmitNamespacedPOResponse"/>

Instead, we are using the  XMLRootElement qnamed element and generating:
  <wsdl:message name="SubmitNamespacedPO">
    <wsdl:part element="ns1:SubmitPO" name="SubmitNamespacedPO">
