This was definitely not fixed for M1.   

There are two issues:

1) No implementation was done at all on the server side.   No username/password is available
on the server.

2) On the client side, the frontend should have mapped the data into an AuthorizationPolicy
object.   We should not have two methods for storing that information in the context.   The
conduits were already checking/using the AuthorizationPolicy object.
