No WS-A headers are included in the response to requests with anonymous wsa:ReplyTo. This
is because the logic to propogate the inbound MAPs to the outbound dispatch was associated
with the rebasing of the response, and was thus only executed for oneways and twoways with
non-anonymous ReplyTo. 

This slipped through the cracks due to our testing focus being on the WS-RM use-case for WS-A
(i.e. a decoupled response endpoint).

The fix should include a system test for the anonymous use-case.
