Server can not start when SEI has no wsdlLocation in the WebService annotation

We have a simple testcase(attached the SEI), in which we have only one operation sayHi, we
use the java2wsdl to genete the code, the wsdl file generated is OK. 
Then We use the wsdl2java to generate the java artifacts, those artifacts are also FINE.
but when we start the server, then the server give us the following exception:
