Neethi is a very light library[1] for dealing with WS-Policy expressions. 
The dependency on it is in the cxf-api module that's why I believe you get it every time.
I dion't think it's wrong though as using WS-Policy and Aegis binding are two orthogonal activities

Every time I run mvn in the aegis directory, I get a fresh download of
neethi.
