Hi

After quick talk with James, he told me a way to walk around this issue.
1.  the trunk/pom.xml 's surefire-plugin's logging.config.file 
systemProperties
2.  Using the MAVEN_OPTS define a new java.util.logging.config.file.
Then it works.
