Will wait a bit before taking action other than reopening this issue, in case there is more
discussion on the dev@ list. 

If ctakes-temporal will not be in 3.1, will do the following:

- change this issue's Fix release to 3.2
- update root pom in 3.1.0 branch to not include ctakes-temporal 
- update root pom in 3.1.0 branch to not include ctakes-temporal-res
- remove ctakes-temporal-res resources from additionalClasspathElement
- add an exclude line for ctakes-temporal-res to src.xml 

However, if going to include ctakes-temporal in 3.1, need the following:
- remove the exclude line for ctakes-temporal from src.xml
- uncomment the include line for ctakes-temporal from bin.xml
- add an include line for ctakes-temporal-res to bin.xml
- add a fileSet element for ctakes-temporal to bin.xml
- add a fileSet element for ctakes-temporal-res to bin.xml
