I think {{pipeline.enableDebug}} is still mostly about adding debugging info for users and
not really for the real underlying workings, so I wouldn't dump the dot files even if that
is on (although I'm sure [~joshwills] has a better idea on the intent of pipeline.enableDebug).

+1 to moving the dot file writing stuff to a dedicated package.
