Agreed the latter seemed ambitious and potentially difficult to encapsulate.

For the case we are talking I was thinking that the MultipleOutputs would most likely need
to take in a MapFn that translates the keys into the configuration for the target.  So in
the case of a file target most likely it would take the form or MapFn<?, Path>.
