I think you're referring to the SCM files themselves, not the ignored files that those files
point to. In any case, I think it should be a separate knob. The use case I describe is such
that I'd want .gitignore to be ignored (because it's a reasonable exception) during a release
build, but I'd want to make sure that no unversioned and unchecked files to be put into a
release tarball (such files might be non-versioned generated source or resources).
