I see that RAT-157 was closed as a duplicate of RAT-172. It's actually more of a sub-task
of RAT-171 (this one) than a duplicate of either.

In any case, I'd like to point out that it'd be important to turn on/off the ignoring of files
contained in {{.gitignore}} (or other SCM equivalent ignore source). For instance, one may
wish for these SCM-ignored files to skip checking for licenses during normal development,
but turn it on for releasing. Just because these files are ignored in the SCM, doesn't necessarily
mean they should never be checked... they can still make it into a release tarball, even if
they are never committed in the SCM.

Providing a property to control whether SCM ignores are included or not is essential.
