based on the maven-plugin archetype.

Note that the check-licenses-outer execution of the RAT plugin succeeds fine, but the check-licenses-inner
execution (the one in the IT project itself) does not. Note that the invoker plugin creates
two target directories. The outer one is for the plugin project. The inner one is for the
IT project, meant to test the plugin.
