Well, the query string in the latter URL is invalid UTF-8, so the request _should_ fail. But
maybe with a friendlier / more relevant message.

If you’re encoding non-ASCII characters in URLs, you should be using UTF-8 encoding, not
ISO-8859-1 or CP1252 or whatever it is you’re using.
