Put them as other attachments and just use relative URLS to find them.

So you would have three attachments
    index.html
    js1.js
    css1.css

and the index.html would simply say something like

<script src="js1.js" type="text/javascript"></script>
<link rel="stylesheet" href="css1.css" type="text/css"/>
