many ways:

ghetto style - create 3 different shortcuts or .cmd files if you
prefer as the following:
net.exe stop "apache couchdb"
net.exe start "apache couchdb"
cmd /c "net.exe stop "apache couchdb" && net.exe start "apache couchdb""

note the liberal use of "" ...

or use a tool like this one:
http://tools.sysprogs.org/srvman/
