Correct, my machine where I built the rpm is rhel 5.3 and looks like this is
the highest version:

$ rpm -qa | grep libicu
libicu-3.6-5.11.4
libicu-devel-3.6-5.11.4
libicu-devel-3.6-5.11.4
libicu-3.6-5.11.4

But I am trying to install the rpm on a rhel 5.5.
