That is not the symptom of what is happening.  What is happening is that the
filter function is called a few times (at least once, maybe a handful more
times) and then after that is not called.  The output of _changes is then as
though the filter function returned false.

Evidence of the filter function not being called is through a log() function
and that it would return true.
