start couchdb with `couchdb -i` and you get a shell. See `couchdb -h`  
for
more options.

haven't tried yet, but you can pass any startup parameters in  the  
ERL_AFLAGS
or ERL_ZFLAGS env-vars.

`curl` is a pretty good CLI client to create HTTP requests.
