cloth merchant or a haberdasher."

Haberdasher

"A haberdasher is a person who sells small articles for sewing, such
as buttons, ribbons, zips, and other notions"

Nothing comes close to how suitable Upholsterer seems.

"Seemstress" would be cool, but it's gender specific.

There's also Cushioneer. ;)
