I emailed the author and asked if the terms can be clarified. In the event I need some Japanese
assistance I know who to ask :-).

what restrictions.  Defining it as "free" is not enough to meet the DFSG requirements in my
mind, and I wanted to raise it to your attention in the case that it doesn't match yours either.
