I have two things I'd like to add.

1. I'd like to widen this bit and turn it into a PMC charter.
Basically a document that sets out what the PMC values, our commitment
to diversity, and our pledge to the project. It's basically the same
idea, but with a flourishes.

The closest we have to this at the moment is here:

I'd like to improve on this.

2. Technical ability is something I feel very strongly about. We've
made a huge blunder IMO in requiring past contributors to be highly
technical. I would like to introduce and officialise the same policy
as Apache Forrest.

Summary: we recognise merit in four areas:

(Co)mmunity - one must interact with others, and share vision and knowledge
(P)roject - a clear vision and consensus are needed
(Do)cumentation - without it, the stuff remains only in the minds of the authors
(C)ode - discussion goes nowhere without code

I would like to think that we would elect someone who is blogging for
us, or doing marketing, or speaking a lot. These are all important
people, and their importance to the project should be recognised.

It's been about two years since I started pushing on this topic at the
PMC level and there have been big cultural changes. I am confident
that I could elect people with contributions in any of these areas.
But I want to make it official.

This is what we value. This is what we will recognise. Our promise to
the community.
