I'm struggling to reproduce this;

couch_config:parse_ini_file("foo.ini") returns the same output, {ok,[{{"foo","bar"},"baz"}]},
for these two inputs;

bar = baz


; hello
bar = baz

This is on master, could you update the ticket with the version you are using?
