filing COUCHDB-1885

The basic problem is that https://github.com/apache/couchdb/commit/15c1a97e42c5bafad6f5fa83d753d3a7cf64d6d7#diff-f7788f9a0f9c4bc0b737b28c918037ed
broke the handling of the `stop_couchdb $KILL` (which is false when $SHUTDOWN is 1 instead)
codepath — the code used to blow away the PID file in this case but that part was removed
to fix some other issue.

So now, if you `couchdb -d` it simply restarts instead, same as `couchdb -k`.
