Pretty minor patch, noticed you can only click inside the text of the nav links, this makes
the whole area clickable by shifting the padding from the <li> onto the <a>.

At first I thought I'd need to change the markup, and the whole link markup was repeated lots
of times in the template, so the attached patch also uses an inline helper function to get
rid of this repetition. This is not essential and this part of the patch could be omitted
(though it's better organised, IMO).
