This needs a windows aware section to properly restart on windows. taskkill works with XP
and newer https://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/taskkill.mspx?mfr=true
I'd propose using taskkill /t PID as it appears to be the equivalent of -TERM.
