Subject Missing conditions and disclaimer for ibrowse

The source for the ibrowse HTTP client was committed into the SVN in  
January.  Didn't see any evidence of a dev vote and/or Incubator  
review before the code was committed.  The copyright is in the NOTICE,  
but not the list of conditions or the disclaimer from the apparent  
license in http://jungerl.cvs.sourceforge.net/viewvc/*checkout*/jungerl/jungerl/lib/ibrowse/BSD_LICENSE?revision=1.1
