Forcing the request body to be UTF-8 is lazy and inconsiderate.

CouchDB should attempt to decode any request body according to the Content-Encoding header.

If no such header exists, CouchDB should do one of the following:

  * attempt to decode as UTF-8

  * attempt to guess the character encoding, and decode

If either of these three methods fail, the request body is garbage and should be rejected
with a 4xx client error.
