If "aclocal" is invoked during build, it doesn't get called with the right arguments
------------------------------------------------------------------------------------

                 Key: COUCHDB-414
                 URL: https://issues.apache.org/jira/browse/COUCHDB-414
             Project: CouchDB
          Issue Type: Bug
          Components: Build System
    Affects Versions: 0.10
         Environment: Ubuntu 9.04
            Reporter: James Henstridge

For some changes a Linux distro might make to couchdb when packaging, the build might reinvoke
aclocal, automake, autoconf, etc.

If "aclocal" gets invoked, it doesn't know that some of the macros are stored in the m4/ subdirectory.
This can be fixed by adding the following line to the toplevel Makefile.am:

    ACLOCAL_AMFLAGS = -I m4

This is documented in Section 6.3.4 (Handling Local Macros) of the Automake 1.10 manual.

It is also recommended to add a line like the following to configure.ac so other tools know
you're using m4/ as the autoconf macro directory:

    AC_CONFIG_MACRO_DIR([m4])

With these two changes, it shouldn't be necessary to explicitly m4_include() m4/ac_check_icu.m4
in configure.ac
