After a 5 minute run through, I don't see why couch_stats isn't being restarted but I don't
have the best handle on the application:start/stop details. AFAIK, couch_stats should be listed
under the secondary services since its listed as a daemon in the INI file, and the restart_core_server
call looks like its trying to restart those.
